Pittsburgh City Council Approves ‘Master Plan’ for ‘Cop City’


Despite unanimous opposition from Pittsburgh residents, the nearly $2million contract for the Cop City plain is approved to be commissioned as of September 22nd. They are finalizing hiring architecture firm HDR, who are known to surveil those in opposition to their projects.

The plan is currently valued at $86 million, but we expect this budget to increase over time.

The confirmed amendments to the Pittsburgh Cop City Plan are as follows:

  • No coordination or colocation with federal law enforcement
  • Facility cannot train with agents of foreign militaries, intelligence services or law enforcement agencies.
  • Urban warfare simulations are prohibited
  • Contractors are prohibited from surveilling or user counter-operation tactics, including monitoring the online or in-person activities of Pittsburgh residents.

We remain clear eyed: a Cop City is still a Cop City.

No matter how the project is amended or rebranded, even if the so-called ‘public safety training village’ is removed, the core intent and impact remain unchanged. These amendments don’t address the fundamental harm or the broader community’s concerns.

ANY PLAN THAT TRULY RECKONS WITH JUSTICE DOESN’T REFORM POLICING — IT IMAGINES A WORLD WITHOUT IT.

Next Steps:

By May 2026, the city is required to submit a master plan to the federal government–or risk losing control of the land.

Be on the lookout for HDR’s proposal they are going to create. There should be public forums to give feedback for the plan.
